The executive council shall issue a license as a licensed marriage and family therapist associate or licensed marriage and family therapist, as appropriate, to an applicant who:

1. (1) complies with the requirements of this chapter;
2. (2) passes the licensing examination, unless the executive council exempts the person from the examination requirement; and
3. (3) pays the required fees.
