1. (a) The board, at any time and without notice during regular business hours, may:

   1. (1) enter and inspect a facility operated by a person engaged in any activity regulated under this chapter; and
   2. (2) to the extent allowed by federal law, inspect and review any record, including a patient record, maintained by a person engaged in any activity regulated under this chapter.

2. (b) The board may enter and inspect a facility or inspect and review any record under Subsection (a) as necessary to:

   1. (1) ensure compliance with this chapter; or
   2. (2) investigate a complaint made to the board.
