1. (a) The council shall file biennially a report with the governor, lieutenant governor, and speaker of the house of representatives about the activities of the council. The council shall include in the report:

   1. (1) any recommendation made under Section 110.151; and
   2. (2) any other recommendation the council considers appropriate.
