1. (a) The department may refund a license examination fee to a person who is unable to take the examination if the person:

   1. (1) provides reasonable advance notice to the department; or
   2. (2) cannot take the examination because of an emergency.
2. (b) The commission by rule shall define what constitutes reasonable notice and an emergency under this section.
