1. (a) The commission shall adopt rules establishing:

   1. (1) grounds for suspension, revocation, or reinstatement of a certificate of registration; and
   2. (2) procedures for taking disciplinary action.
2. (b) The executive director may suspend or revoke a certificate of registration based on a ground established under this section.
3. (c) Procedures for the suspension or revocation of a certificate of registration are governed by Chapter 2001, Government Code.
