1. (a) Based on the findings of fact and conclusions of law and the recommendations of the hearings examiner, the director by order:

   1. (1) may find that a violation has occurred and may impose an administrative penalty; or
   2. (2) may find that a violation has not occurred.

2. (b) The director shall give notice of the order to the person. The notice must include:

   1. (1) separate statements of the findings of fact and conclusions of law;
   2. (2) the amount of any penalty imposed;
   3. (3) a statement of the right of the person to judicial review of the order; and
   4. (4) other information required by law.
