The commission shall adopt rules regarding a license application. The commission shall adopt rules that establish minimum requirements for a license, including:

1. (1) the type of license;
2. (2) the qualifications for the license, including any previous training required under Section 1958.106;
3. (3) renewal requirements for the license; and
4. (4) liability insurance requirements for the license.
