The commission by rule shall set 21 years of age as the minimum age for obtaining a license as an officer. The rules must provide that a person at least 18 years of age may be issued a license as an officer if the person has:

1. (1) completed and received credit for at least 60 hours of study at an accredited college or university or received an associate degree from an accredited college or university; or
2. (2) received an honorable discharge from the United States armed forces after at least two years of service.
