The commission shall notify the applicant and any objector that the permit application has been approved or denied:

1. (1) within the time provided by Chapter 2001, Government Code, if a public hearing is held under Section 134.062; or
2. (2) not later than the 45th day after the date of the last publication of notice of application if a public hearing is not held.
