1. (a) Not later than the 30th day after the date of the last publication of notice under Section 134.058, an affected person or a federal, state, or local governmental agency or authority is entitled to file with the commission written objections to a proposed initial or revised application for a surface coal mining and reclamation operation permit.
2. (b) The commission shall immediately send the objections to the applicant.
3. (c) The objections shall be made available to the public.
