1. (a) This subchapter controls the purchase and lease of vacant land and the authority of the commissioner and the board to:

   1. (1) determine whether a vacancy exists; and
   2. (2) sell and lease vacant land.
2. (b) To the extent a provision of this subchapter conflicts with another law relating to vacant land or Chapter 2001, Government Code, this subchapter controls.
