PLATTED LOTS IN CERTAIN COUNTIES

This subchapter applies to a county that:

1. (1) contains a municipality with a population of more than 500,000;
2. (2) is adjacent to an international border; and
3. (3) contains more than 30,000 acres of lots that have remained substantially undeveloped for more than 25 years after the date the lots were platted.
