Tex. Loc. Gov't Code § 212.301 – Applicability

(a) This subchapter applies to a municipality that is located in a county that:
1. (1) contains a municipality with a population of more than 500,000; and
2. (2) is adjacent to an international border.
(b) This subchapter applies only to land that is located within the boundaries of a municipality.
