This subchapter applies only to a home-rule municipality with a population of less than 250,000:

1. (1) in which the campus of an institution of higher education with a student enrollment of more than 20,000 is located; or
2. (2) that is adjacent to the campus of an institution of higher education described by Subdivision (1).
