1. (a) The commission may:

   1. (1) hold a hearing on a sworn complaint and render a decision on a complaint or report of a violation as provided by this chapter; and
   2. (2) agree to the settlement of issues.

2. (b) The commission may not:

   1. (1) consider a complaint or vote to investigate a matter outside the commission's jurisdiction; or
   2. (2) investigate any matter except in response to a sworn complaint.
