1. (a) The department shall administer this chapter.
2. (b) Process and procedure under this chapter shall be as summary as possible.

3. (c) The department may:

   1. (1) adopt rules and prescribe and furnish forms necessary to effectively administer this chapter; and
   2. (2) adopt and enforce necessary rules for the prevention of accidents and injuries.
