The commission shall adopt rules to implement this chapter, including rules to:

1. (1) identify individuals who are low-income or at risk of becoming dependent on public assistance benefits; and
2. (2) determine which individuals identified under Subdivision (1) are eligible to participate in job-training programs developed with money from the fund.
