The commission shall develop and implement a policy requiring the executive director and commission employees to research and propose appropriate technological solutions to improve the commission's ability to perform its functions. The technological solutions must:

1. (1) ensure that:

   1. (A) the public is able to easily find information about the commission on the Internet; and

   2. (B) persons who want to use the commission's services are able to:

      1. (i) interact with the commission through the Internet; and
      2. (ii) access any service that can be provided effectively through the Internet;
2. (2) be cost-effective; and
3. (3) be developed through the commission's planning processes.
