All money paid to the commission under this subtitle:

1. (1) shall be deposited in the treasury unless:

   1. (A) a state or federal law prohibits deposit in the treasury; or
   2. (B) the deposit would result in the loss of any federal funds; and
2. (2) may be used only for the administration of this subtitle.
