Except as provided by this chapter, an insurer, health maintenance organization, or agent may not:

1. (1) offer or provide insurance, annuity, or health care plan coverage as an inducement to the purchase of another policy or contract; or
2. (2) otherwise use "free," "no cost," or words of similar meaning in an advertisement.
