The Texas Higher Education Coordinating Board shall pay all costs incurred in determining whether an individual is disabled if:

1. (1) the individual is an annuitant under the optional retirement program established by Chapter 830, Government Code; and
2. (2) the individual's last state employment was as an officer or employee of the coordinating board.
