If, at any point during a suspension of enrollment under Section 1508.258, the commissioner determines that funds are sufficient to provide for the addition of new enrollments, the commissioner:

1. (1) may reactivate new enrollments; and
2. (2) shall notify all participating group health benefit plan issuers that enrollment of new employers may be resumed.
