1. (a) An individual, firm, or corporation who violates a final order issued under this chapter is liable to the state in a civil action for a penalty of not more than:

   1. (1) $250; or
   2. (2) $1,000, if the court finds the violation to be wilful.
2. (b) The penalty provided by this section is in addition to any other penalty provided by law.
