In addition to any rules adopted under Section 1152.002, the commissioner may adopt reasonable rules that apply only to a modified guaranteed contract, to appropriately regulate:

1. (1) a modified guaranteed contract under this chapter; and
2. (2) the separate account maintained in relation to a modified guaranteed contract.
