A person, including the department and the commissioner, may not restrain or interfere with the conduct of business of a general casualty company, except in:

1. (1) a revocation of the company's certificate of authority and appointment of a receiver under Section 861.701;
2. (2) an action by a judgment creditor; or
3. (3) a proceeding supplementary to execution.
