It is intended that the system use standard guidelines established by the National Committee on Quality Assurance and other recognized accrediting organizations to:

1. (1) ensure that the program achieves the objectives of providing quality patient care; and
2. (2) emphasize establishing benchmarks to measure program outcomes that will be made available to the public through proper reporting procedures.
