It is intended that the system incorporate patient-focused considerations that include:
- (1) open communication;
- (2) informed consent;
- (3) protection of confidentiality and privacy;
- (4) full disclosure of program policies and procedures to patients and providers;
- (5) coverage of emergency care;
- (6) disclosure of compensation arrangements with providers; and
- (7) efficient appeal of coverage decisions.
