1. (a) The system is:

   1. (1) a unit of local government that is a governmental unit for purposes of Chapter 101, Civil Practice and Remedies Code; and
   2. (2) a local government for purposes of Chapter 102, Civil Practice and Remedies Code.
2. (b) The system may enter into interlocal cooperation contracts under Chapter 791, Government Code, and is a local government for purposes of that chapter.
