The system must:

1. (1) be a corporation organized under the Texas Non-Profit Corporation Act (Article 1396-1.01 et seq., Vernon's Texas Civil Statutes); and

2. (2) consist of a combination of two or more hospital providers, each of which:

   1. (A) is a member of the corporation; and
   2. (B) is located in a rural area.
