The commissioner may permit an insurer authorized to engage in the business of insurance in this state that is a part of an insurance holding company system to:

1. (1) register on behalf of another insurer that is an affiliate of the insurer and that is required to register under Section 823.051; and
2. (2) file on behalf of the affiliate all information and material required to be filed under this subchapter.
