The commissioner may require or permit two or more insurers that are affiliates of each other and that are required to register under this chapter to file:

1. (1) a consolidated registration statement; or

2. (2) a consolidated report amending:

   1. (A) the consolidated registration statement; or
   2. (B) the individual registration statement of each insurer.
