On determining that a person committed a violation described by Section 562.157 or committed a violation of Subchapter B or C, the department shall:

1. (1) make written findings; and
2. (2) issue and serve on the person an order requiring the person to cease and desist from engaging in the method of competition or act or practice determined to be a violation or the violation of Subchapter B or C, as applicable.
