1. (a) The office shall develop and implement a system to compare and evaluate, on an objective basis, the quality of care provided by and the performance of health maintenance organizations established under Chapter 843.
2. (b) In developing the system, the office may use information or data from a person, agency, organization, or governmental unit that the office considers reliable.
