1. (a) The department shall file and maintain in a department office:

   1. (1) all insurance companies' acts or articles of incorporation; and
   2. (2) any other paper required by law to be filed with the department.

2. (b) The department shall provide a certified copy of a document described by Subsection (a)(1) or (2) to a party interested in the document who:

   1. (1) submits an application; and
   2. (2) pays the fee prescribed by law.
