This chapter does not apply to a person who:

1. (1) provides information to an enrollee about scope of coverage or benefits provided under a health insurance policy or health benefit plan; and

2. (2) does not determine whether a particular health care service provided or to be provided to an enrollee is:

   1. (A) medically necessary or appropriate; or
   2. (B) experimental or investigational.
