In addition to any other remedy available under Chapter 82 for a violation of this code, another insurance law of this state, or a commissioner rule, the department may:

1. (1) deny an application for a certificate of authority;
2. (2) suspend or revoke a certificate of authority;
3. (3) place on probation a person whose certificate of authority has been suspended;
4. (4) assess an administrative penalty; or
5. (5) reprimand a certificate of authority holder.
