On termination of the written agreement, an administrator may fulfill the requirements of Sections 4151.112 and 4151.113 by:

1. (1) delivering the books and records:

   1. (A) to a successor administrator; or
   2. (B) if there is not a successor administrator, to the insurer, plan, or plan sponsor; and
2. (2) giving written notice to the commissioner of the location of the books and records.
