The receiver, supervisor, conservator, or other statutory successor of an impaired title insurance company or agent shall give the board or its representative:

1. (1) access to the company's or agent's records as necessary for the board to perform its functions under this chapter relating to covered claims; and
2. (2) copies of those records on the board's request and at the board's expense.
