At the request of the association and subject to Section 2211.205, the Texas Public Finance Authority shall issue public securities to:

1. (1) fund the association, including to:

   1. (A) establish and maintain reserves to pay claims;
   2. (B) pay operating expenses; and
   3. (C) purchase reinsurance;
2. (2) pay costs related to issuing the public securities; and
3. (3) pay other costs related to the public securities as determined by the board.
