On behalf of the association and subject to Section 2203.355, the Texas Public Finance Authority shall issue revenue bonds to:

1. (1) fund the policyholder's stabilization reserve fund for nursing homes and assisted living facilities under Section 2203.303;
2. (2) pay costs related to issuing the bonds; and
3. (3) pay other costs related to the bonds as determined by the board.
