The following shall be construed and applied independently of any other law that relates to insurance rates and forms or prescribes the duties of the commissioner or the department:

1. (1) this chapter;
2. (2) Chapter 251, as that chapter relates to workers' compensation insurance; and
3. (3) Chapters 255, 426, 2052, 2053, and 2055.
