In this chapter:

1. (1) "Insurer" means an insurance company or other entity that is authorized by the department to engage in the business of insurance in this state, including:

   1. (A) a reciprocal or interinsurance exchange;
   2. (B) a mutual insurance company;
   3. (C) a county mutual insurance company; and
   4. (D) a Lloyd's plan.
2. (2) "State agency" has the meaning assigned by Section 412.001, Labor Code.
