1. (a) This section applies to the governing body of a municipality in a county with a population of:

   1. (1) at least 128,000 but not more than 300,000; or
   2. (2) at least 20,000 but not more than 21,000.
2. (b) The governing body of a municipality to which this section applies may abolish the municipality's perpetual trust fund for a cemetery and use the fund, including both principal and interest, for permanent improvements to the cemetery.
