1. (a) This chapter does not apply to decisions for the following:

   1. (1) experimental research;
   2. (2) abortion;
   3. (3) sterilization;
   4. (4) management of client funds; and
   5. (5) electroconvulsive treatment.
2. (b) This chapter does not apply to campus-based facilities operated by the department.
