1. (a) A client, the parent of a client who is a minor, or the guardian of the person may request a transfer or discharge.
2. (b) The service provider shall determine the appropriateness of the requested transfer or discharge.
3. (c) If a request is denied, the client, parent, or guardian of the person is entitled to a hearing under Section 594.015 to contest the decision.
