1. (a) This subtitle does not prevent a community center from providing services to:

   1. (1) a person with a chemical dependency;
   2. (2) a person with a developmental disability; or
   3. (3) a person younger than four years of age who is eligible for early childhood intervention services.
2. (b) A community center may provide those services by contracting with a public or private agency in addition to the appropriate department.
