The commission has sole and exclusive authority to assure that processing and disposal sites are closed and that by-product material is managed and disposed of in compliance with:

1. (1) the federal commission's applicable standards; and
2. (2) closure criteria the federal commission and the United States Environmental Protection Agency have determined are protective of human health and safety and the environment.
