The commission may require, at the expense of the permit holder and as a condition of the permit:

1. (1) sampling and monitoring of a permitted federal source or facility;
2. (2) certification of the compliance of the owner or operator of the permitted federal source with the terms and conditions of the permit and with all applicable requirements; and

3. (3) a periodic report of:

   1. (A) the results of sampling and monitoring; and
   2. (B) the certification of compliance.
