On or before December 1 of each even-numbered year, the executive director shall submit to the governor, lieutenant governor, speaker of the house of representatives, and members of the appropriate standing committees of the senate and the house of representatives a report regarding:

1. (1) money deposited to the credit of the fund during the two previous fiscal years and the sources of the receipts;
2. (2) disbursements from the fund during the two previous fiscal years and the purposes of the disbursements;
3. (3) the extent of corrective action taken under this chapter during the two previous fiscal years; and
4. (4) the ranking of sites on the date the report is made.
