An institution of higher education that is required to develop a source reduction and waste minimization plan under this subchapter for more than one facility may:

1. (1) develop and submit one plan that covers all of the facilities; and
2. (2) submit one annual report and one executive summary under Section 361.506 that covers all of the facilities.
